Farms were improved by forward-thinking farmers, but more commonly as a result of the terms of new leases which stipulated what should and should not be done.

In Cardiganshire, the introduction of new equipment during the 19th century was slow, for several reasons: physical isolation, poor roads, conservatism and lack of investment capital.

Some farmers prefered to hoard money than spend it on improvements sicne these might encourage the landlord to raise the rent.
